This has changed my life for the better, though I do fear it may lead to a dangerously excessive amount of time sitting at the computer, which I do far too much of already. This is called Lastfm. Go to Lastfm.com and check it out. Completely free. TRUST ME. YOU NEED THIS PROGRAM. Nope,,,the system sez once you reach a certain number of given out reps you then can rep twice... so I am wrong on my time theory... in my search for this I did see people suggesting it should be a time limit... you should hit is first before anyone the way you spread it...

This setting dictates how many unique members that a user must rate before they are able to rate the same member twice. The goal of this setting is to stop a member from either artificially bumping or dropping a user by repeatedly rating their posts.
