Let's rule out anything in Windows - reboot the system and anytime BEFORE the Welcome screen, push the open/close button on the drive.

With the drive selected in My Computer, open "File" and click on "Eject" and see if that works.

Then try pushing a pin into the tiny hole near the cd drive's open/close cd tray button.
