"a long time ago" (the early decades of the 20th century) the government had a thing against chinese and "their opium," blacks and "their cocaine," and mexicans and "their marijuana." it had to do with the fact that they needed a scape goat for the crime rate and the minority jobs being created and so on, so they chose to control those popular substances used by minorities, citing their drug use as the underlying problem with what was going on at the time with the rise in whatever bad shit they could make up. so yeah first went opium, then coke, then marijuana. but not alcohol or tobacco... too many "white people" used those "social enhancers."
