and what is holding up your cooltube is that string? would probably suggest getting some light chain to hang your light with as its strong and easily adjustable this is just so you do not find your light fallen on top of your plants one day.
bejay gave you some sound advice. I would not throw your clone out however.... I would get the CFL's on it (daylight if you can find) and do a little LST, since it has all that stretching. When the new ballast arrives, try to get another clone or start a few from seed. The first clone will be a great hands on learning experience...and you never know it could be a really great plant!
