I could have been more clear I guess. The police don't think of you as the vicitim necessarily (although some might), but the system considers you a victim. This is identifiable by simply comparing the punishments for selling/cultivation and possession. Like you said, it's typically not worth the effort to bust a user unless it's overtly obvious, like smoking in your car or as you're walking down the street.

In my younger and dumber days I was caught at a house party with a bunch of people smoking weed. The cop just asked us if there was anything besides alcohol and weed, we said "no" and they left!
This was in L.A. though..your mileage may vary..

I also think that if he were working with the police that he would be asked to go after those who sold to him. Sorta like the domino effect. Users are a dime a dozen. Dealer have the house, the cars, the prperty, the bank accounts, etc etc that all can be confiscated if one gets caught dealing. Thats who the cops want.
If you are uneasy with your dealer, find another one. They are all over the place.

My old dealer gave me the creeps and I didnt like the way things would go down. He wanted to meet in the same public place, he would hop in my car and as soon as I gave him the money he would hop out. I didnt feel comfortable one bit and the trust just wasnt there, so I dropped him and found a new one. If you dont trust someone then dont buy from them. I would rather be looking for new hook ups and going without for a while instead of getting busted and having to deal with the law.

Hmmm, to me it sounds like he really went on vacation (even if it is a metaphor), then came back rather late, thus decided to give his customers a call in the morning to let them know he's back in business.
Or maybe not. But I do find that sometimes one tends to come to rather paranoid conclusions when the routine of the normality is broken.
