I think an attempt was made in the 60's, but due to Vietnam and psychedelics the attempt fizzled.

Vietnam and psychedelics were probably more the cause of the attempt than cause of it's failure. The fundamental problem is that those uninterested in power will almost always lose a power struggle against those obsessed with it.
