Remember that movie War Games from the 80's? Remember at the end when the NORAD computer ran through all the nuclear war scenarios (and then said "strange game, there can be no winner")? There were hundreds of them. That means hundreds of plans for nuclear war. But, despite G. Dubya's wet dreams, we haven't nuked anyone yet.

This is the same thing as a year or so ago when everyone got so exited after that Chinese general said China did have plans for nuking the U.S.. Well...duh. I would figure it was bs if they said they didn't.

Remember folks, having plans for a nuclear strike doesn't mean they are planning on a strike.

Nuke's are quite a predicament. Everyone agrees we'd all be better off without them. But since we have them can that ever happen...
