This is all hypothetical, if I was going to pursue this case myself (and had no money to do so) which I am not, and is this posting is to be in no way intended as legal advice for anyone who reads this, specifically DemoCammondo.

Southern California is the Ninth Circuit for the federal judiciary system. I believe there is a federal district court somewhat near me in Los Angeles or San Francisco. I would contact that court and respectfully request a pro se 1983 civil rights vioalation lawsuit packet. Also, respectfully request the filing packet for Proceeding in Forma Pauperis. (that means I'm a poor person and cannot pay the filing fees for this lawsuit but should still be allowed to proceed to a judge to tell my version of why I believe that my Constitutionally Guaranteed Right to Privacy was willfully and wantonally violated by someone "acting under the color of state law" i.e. a sheriff, a state trooper, a city policeperson, a deputy.)

Both packets are easy to file. I would simply answer the questions of why I believe my Constitutionally Protected Right to have some local cop bust into my house without consent and without probable cause. Altough, I would absolutely, as the Plaintiff in this lawsuit, with proper argumentative basis, clearly explain to the judge that this cop did not even have reasonable suspicion.

Anything you file as a pro se plaintiff the court must construe liberally. that means you don't need to know anything about legal filings.

The Court will rule on my Forma Pauperis motion. They always grant it, you claim you have no job and can't pay).

If the court decides that my case has merit, they will notify me that I must buy the "Court Rules" (usually for only five or ten bucks and that usaully includes postage) and you must abide by those rules as a pro se plaintiff. And they will notify me to Apply for the US Marsahll to serve the defendants the civil rights violation lawsuit. they will hire a real lawyer and they will claim "Quailified Immuntiy" and you gotta know what to say to get it past that point my friend.
