I wasn't aware that if the cops catch a dealer they work downwards, arresting all their consumers... I thought it worked the other way around, catching a consumer and giving him less time in exchange for who his dealer is.

You're known to 20 dealers.
Let's say that of those, half of you have your number written down somewhere.
Let's say one or more of them get busted.
Now let's imagine that your phone number show up over time in multiple dealers' posession when they get raided... and I'm guessing they are small time not too bright dealers since you are only a ripe old fart of 16....meaning they are very likely to get caught...
And what connects them? Hmmm your number. At best, you get sorta busted and you have to tell your mom why her house is getting searched because
SEVERAL dealers had your phone number...maybe they find some other dealers' numbers... maybe they just subpoena your phone records to do this... maybe you get a spanking from your mom and a whupping from the dealers who are mad that they ever did business with someone that silly
