As for the decrease in age law, it's not going to deter anyone. When I was underage, I had no problem getting cigarettes, there's always some business trying to make an extra buck off kids buying cigarettes.

It's an attempt to stop kids under 16 buying tobacco illegally, and to deter younger people from taking up smoking. Personally I don't think there will be a huge drop in the number of underage smokers. I don't know, maybe I'm just bitter because I won't be able to buy cigarettes til November 2008 come October heh.
