The compassion clubs dont only deal with legal people. They state that maybe 10% of the people that come in are legally licensed med users, and that the other 90% only have a doctors note (which is not legal in anyway) because they dont qualify to be licensed. (I mean its good will and compassion that they dont get busted because they help the sick!)

But again it seems to send a very mixed message. If you have any medical condition (even if it doesnt quantify using marijuana) you can easily find a doctor to write you a note and go to a club and obtain marijuana. So people that want to abuse the system and honor will do so.

What about who supplies these compassion clubs? They must number in the hundreds, how are they left alone? Are they left alone because there would be negative media focus for the government and police if they are arrested, and there would be protest from med-users?

I agree why doesnt the government just settle this issue? If it takes them a few days to declare Quebec a nation, then why cant they alter the marijuana laws that quickly?

It would save hundreds of millions of dollars from taxpayers. And I'm surprised they havent done it by now since the government loves money and they look to cut funding, and make a profit, so why dont they make it legal for adults to grow (have people purchase licenses, like fishing licenses, and have people renew it every 2 years or so, that way its legal, and they collect tax from it)
Then everyone would win!
