I think you could be impatient. Hard to tell without pics. Are you saying they are 7 weeks since sprouting? How many sets of leaves and how close together are the nodes?
The light should be fine.

Well, if your plants are 7 weeks old and only 5 inches tall you've done something to them. No plant is that slow growing naturally. If you've cut leaves off this may go some of the way to explain it. The plant will be trying to heal where you cut, so it basically says "fuck growing" and focuses on undoing some of the damage you did. Dont cut leaves.
Make sure the light isnt too close, try moving it away so it start to stretch upwards [not uncontrollable stretching]

maybe your soil is packed in too much, and the roots arent getting enough oxygen, try re-potting it if you can, and keep the soil light and fluffy, usually plants get a little boost from bigger pots when they slow growth... good luck

Don't cut off leaves. They are the engine that powers the plant. Sounds like your plant is naturally short and bushy but by cutting leaves off you have slowed growth even more. No more cutting.

yep cause sprouting is different germination----> sprouting should take 5-6 days but really depends on the method used
