I think you should continue to educate our young gardai, put in a few anon calls to Harcourt Street, let them come and search, make fucking sure the house is clean, and direct the poor little fuckers in their search, " don't forget under the mat", "oh, try down the jax", shit like that. get them to do 3 or 4 searches and then fuck them for harrassment.
Get in touch with council immediately and tell them you are being harrassed by a neighbour, then go to Citizens advise and get a mediator in place. Build up your defence it will soon get them off your back and you will be able to smoke in real peace.
