yea its normal for shwag/mex/shit/ass/dirt buds. keif is what stoners call trichromes(crystals) when shaken off of the bud. tricromes are the main production zone of thc.
they can break off if the bud is really dryed out but usually that shit is sticky like honey.
you may have gotten sold some keifed buds or buds used to make hash. but most likely its just low grade mex.
