Well, I'm just assuming you would rather have max yield than max plants, so you should check out what justaseed accomplished with his 400 watt.

He did a scrog grow using a 400 watt hps, 3 plants he netted like 12 oz or something. Check it out

i would say max 9 regular plants in a square meter, in a closed side closet type grow with good ventilation.
should yield you a good Oz per plant.
