yeah that is a bit pathetic, fine if someone tells a cop that a clerk is selling smokes to minors or if a cop sees it while hes in buying a coffee, then fine the clerk or something, but dont sit on ure ass for 3 months waiting for the clerk to screw up a couple times, in the time he was watching im sure he saw the clerk selling to many minors, why not fine him the first time,why not stop him from commiting the crime when u first see him do it, why wait three months?
