I need some advice on people who have grown it. Could I grow it with just some florescent lights or should I invest in some HPS lights? How long for them to grow from seed to harvest? With a 400W HPS light what would be my harvest weight per plant?

any plant would flower better with an HPS. the fluoros would be nice for veg. thats just what ive learned.

C99's a great choice. Go hps in flower for sure. I'd start with floros and go to hps @ week 3 from germ. I grow C99 with every grow it's one of my personal favorites and a great cross too. Have 2 going now under a 600whps imo much worth it over a 400 in terms of production, efficiency, and tight hard nuggets. I get about 3 ozs. per plant, note that they aren't under 1 600 by themselves, usually at least 4 plants from seed under each light in my grows. Currently have 7 strains, 12 plants under 2X600hps and 1 400hps. I veg for @6 weeks and train during veg, as they can get fairly tall. They are the type of plant that let a lot of light pass thru to lower leaves as why 600 would be much better than 400 on C99's. They show sex very early in veg. @week 3. They are hardy and very easy to grow. Finish usually @week7 of 12/12.

Also, I know of no strain that shows sex at 3 weeks from seed. Mine aren't even out of the seedling stage by then! I have some now that are 2 and a half weeks old and they are just now starting their adult leaf sections. I sex mine after alternating branches have started. Most strains have preflowers by then and can be sexed with a magnifying glass.
And be careful about that "49 day flowering time". When the Brothers Grimm were working the flowering time for C99 was about 7 weeks but since the original stock has been used up others have been making knockoffs and the strain has changed a bit over the years (they retired around early 2001). I suggest planning on 8-9 weeks. The buds get fatter with denser nuggets if given that extra 10 days or so. Try it with your next C99 harvest. Take a plant or two at 7 weeks but save the bulk for a later harvest. I'm sure you'll like the results better with just a little more patience.

A 400W would be plenty for up to 5 or 6 plants in a 4 month grow, 3 or 4 if growing them bigger than most do in an indoor grow. Keep in mind too when planting seeds to double the amount of seeds for amount of females wanted. IOW, if you want 3 plants, plant at least 6 seeds to allow for males and those that "fail to thrive".
I started with 1000W lights but switched down to several 400's because it covers an area better using more smaller lights than one big one and I am a firm believer in these 400's! They're much more versitile and easier to move when needed. Be sure to get a "remote ballast" if you haven't already bought one. I also recommend getting a switchable ballast. They cost a few dollars more at first but cheaper in the long run because you don't have to buy conversion bulbs and the remote ballast keeps a lot of the heat far away from the grow area, a separate room in my case.

Never had a strain not show sex by week @4. XXXskunk showed in 16 days from seed. I use a 7x eyelupe and have grown 50+ strains. Anyway, that's my experience and as for number of plants it's all in how long you veg. There would be no way for me to put one more plant in my grow. I don't see more than 4 plants under a 400 unless we are talking clones or very short veg/small plants. I finish my c99 at @week seven, while other strains go longer, because that's the type of high i'm looking for with C99. Everyone's grows and experiences within are going to be slightly different, as in why others sex later than me might be due to lighting during veg? I go 19/5 and I promise it's showing sex by week 4 everytime! C99 week 3!! :stoned:
