Yeah, I believe that's an ideal time to take clones. The longer you wait, the more stress the plant receives for having to revert back into vegging cycle.

laffytaffy, that is NOT the ideal time, you should take clones from a plant in the veg state...though you're right on on the stress part...
smook, yes you CAN take clones, though you'll need a rooting agent (obviously) and some patience. not only will the new plant have to make roots, it will have to revert back to veg, which could take up to a month...

Don't you need to determine the gender of a plant before you go cloning it? So, if I'm understanding it right, clone it during veg state if you know you're working with a female plant, otherwise, wait until you know the gender of the plant you're working with before you clone, as it will have the exact same genetics as the plant you're taking it from.
Would there be any sense in cloning a male?
Just wondering!! =)
