Just as it sounds... i know you cut in two different places... but are there any differences in the outcome??

If you FIM it right then you will have 4-6 flowering tops as opposed to 2 when you top it.

Can't you top multiple times to get the same effect....
I know that "each strain has a threshold for bud production that cannot be improved upon because it is a genetically predetermined factor", but i was wondering iff you could do either technique multiple times

Yes. You can even just top ONCE and then decide which side shoots to keep as they develop.
