I'm not into Arts either, but the difference is I lived throughout Europe for half my life and seen most of the "attractions." Birdgirl is right, if you are only going to Europe to party, you are wasting your time, and money, might as well stay the entire time in Amsterdam, you are going to miss some real beauty and opportunity.

With that being said, if you want to party, check out Prague. That's hell lots of fun, lots of gorgeous women. If you want another place where you can get some weed, check out Switzerland. Beautiful country, not to hard to find a store where they sell bomb weed, Zurich is a party you can party too, although in a smaller scale than Amsterdam and Prague. In addition, it's the only country where you can hit some weed on the train, can't anywhere else in Europe. If you enjoy like waterslides and shit, check out Alpemarle about an hour outside Zurich. It's fun to go on them stoned in the middle of the winter with snow hitting your face while you go down. Another place to party....Ibiza.

But you gotta check some of the Arts, go to Paris, go up the Eiffel Tower, go to the Louvre, see the Notre Dame. It's truly magnificent, you don't have to appreciate arts to see the beauty in it all. Yea, the Mona Lisa is not worth seeing because it's behind some ropes, with thick ass glass, surrounded by 100 of other "lemming tourists", but there's much more to the Louvre than the Mona Lisa. Go to Italy for some great food, I recommend Bologna, Florence, Venice and Rome. It's a total orgasm, once you eat there and go home, you'll never see Pizza in the same light again, in addition to checking out some of the beauty and arts. If you go to Switzerland, the beauty is out in the mountains, in Interlaken, you can up to the Jungfraujoch and check out the absolute beauty that surrounds you from the top of the world. There's an Ice Castle, and a magnificent view of the Alps, with lakes Thun, and Brienz in the backdrop. Absolutely gorgeous to smoke a joint too.
