Guantanamo Bay is for Afghanistan combatants, from the al Quada and Taliban forces. If we had killed them all, it would have been over and done with. It is claimed that information from them helped prevent some further attacks, and other useful intelligence. We don't really know what the truth is.

It was a huge mistake to arm the Afghanistan Moslems against the USSR. They thanked us by harboring bin laden and declaring war on modern civilization, including many of their own people - and 9/11 was the final straw.
