I use to do that in college. I twisted the tobacco out and I put about 3-4 hits worth in the middle of the cigarette and put the tobacco on top, made getting out of class very enjoyable. A couple of times, someone smelled ganja and I was like "Are you crazy, can't you see I'm smoking a cigarette?"

THC is illegal. That is why even hemp is controlled. THC is why cannabis is illegal not the other way around.

Yeah, THC is the illegal substance found in marijuana. So that wouldnt exactly work. It would be a bad idea regardless though, because cigarette papers burn pretty fast.
