If the line is high, there is high demand, and if you click on it, you can see the demand for the various sub-sections.

The cool thing about Sim City 4 is that you can connect all the cities to your region, and you can create demand. It's pretty interesting, I made one shithole polluted industrial city, and now working on building a city entirely pollution free right next to it.
