    No and No.

    If you are a medicinal user with legit medicinal uses then you tend to have no problems.
    The bigger fish are the dealers and the people that turn houses into grow op's and bypass hydro meters...

    Seeds are still illegal, yet sterile seeds are not illegal...

    So... to be honest.. that's a VERY good question.

    They basically try to use their time to catch the big fish in Canada. So if you get caught with what is considered "personal use" you might get a small fine, but it won't go on your record.

    As far as growing, if you have 3 or less then you'll be fined. Anything over 3 and you're looking at a fine plus jail time.

    Seeds used for fishing are sterile, they've been boiled i think, or treated so they wont grow.

    I know cannabis seeds are common for bird food. You're better off using bagseed. How many cannabis clubs/cannabis cafe's are in Canada?

    Cannabis seed is actually very nutritious. Alot of old recipies involve crushed up cannabis seed, damn tasty too it was in some soup I made. (which I made with bread and WEED butter hehehe)
