I would guess that even if the bacon was removed, there would be cross-contamination and the customer wants to be 100% certain that he is not ingesting any pork.

I can't eat gluten (a protein found in wheat, rye barley and their derivatives), due to Celiac disease, and if I order a salad with croutons I have to send it back. Just picking the pieces off is not enough because crumbs may be left in the salad. The same is true of a hamburger - if I order a hamburger or hot dog without a bun, and they send it on one anyway, I cannot just remove the burger - they have to start from scratch. Needless to say, I don't eat out much - and don't want to until they come up with a pill to prevent consequences from accidental, or deliberate, exposure.
