Lol I don't think he has access to any of those things. That's why I think they need to permit minors to purchase atleast rolling papers or blunt wraps. Actual cigars and cigarettes should remain illegal though. I mean think about it, you don't need an i.d. to buy drugs, you just need cash. It's easy to get the drug but what about the needs to smoke it? That's why I think this guy is asking about it, I used to be the same..sometimes intentionally though. Like now I don't feel like walking to the corner store because it's too cold so I just use this homemade pipe...
