short, but bushy
My plants are 3 weeks old but only 3 1/2 inches tall they have 6 sets of leaves and leaves are branching out from the stem, the look very bushy and healthy, but i wanted to start flowering any day, now are they to short?

Height doesn't matter. If the plant is ready to flower it will have alternating nodes. If you flower it earlier than that, it will take longer to show flowers and you're going to end up with less yield than if you had waited.
Give yourself a solid 2 months of veg time.
