2nd Grow attempt.. need help starting.

Well my first attempt at growing ended up with very stunted and yellow seedlings, so now I'm gonna go for a second shot. I think where I went wrong with my first grow is in the soil I used.. I used some organic soil that seemed like it was really rich.. I think I also overwatered it but I tried hard to make sure I didn't so I'm not sure... I am growing in a white closet with 3 65watt CFLs.
My questions are:
1. What is some seedling friendly soil that I can plant them in after they germ so they wont burn up like my first ones did.
2. How often should I water it in a 6 inch pot?
3. Should I start off with only one CFL and turn more on as the plant grows?
4. I have an exhaust fan and a hole for intake but how can I be sure it's getting enough CO2? I have a fan that is always blowing outside air into the room but I dont really know if it still gets enough.

#1 is probably my most important question cuz I know some stuff about the other questions and I'm just trying to get some advice.

as for your soil question a bog standard grow bag is all you need
and i think give it as much light as you can
water it just to wet the soil slightly not too much and only rewater when the soil is completely dry stick ya finger in the soil about 2 inches deep to determine if the soil is dry or not
