Seeds germinate fine, but no sprouts... whats am i doing wrong

so im concerned.. the sprout stem goes straight up for like halfa n inch, but then the "top" goes out to a 90 degree angle just above the soil.. looks like it might falll over or be resting on the soil soon

any idea?
