I think its american based....on the main page http://www.cannabis.com/, it has reference on the side to: World (globe spinning icon), and then a States section so I'd definately its american based originally...
EDIT: although Sundance is from the United Nations so...I dunno LOL

Well, when it was first started, it was owned by Ron Bennet, and as far as i know, he used to live in Wisconsin, i think, tbh i dont know, i dont even know if i spelled wisconsin right,
