~curling leaves~

First off, I don't know if you are talking about the leaves "reaching" for the light, which is normal and ok...or actual "curling" of the leaves, which is another problem that I don't see much with new seedlings, but could be a variety of things. The only thing I could assume is maybe you are frying the seedlings with those CFLs if you have them too close. So, are they curling or reaching? And are they crispy, like toast?

~fertilizer~

Fertilizer is not required until the plant develops it's third or fourth set of serrated leaves, if I'm not mistaken. Then you can start it slowly and work your way up from there. How many leaves does it have? How tall is it?

~light cycle~

The debate is still out on the 24/0 or 18/6 vegetative light cycle. I prefer 18/6 personally, but I think it depends on your situation. I think that if you have limited growing space, 18/6 would help you control the growth (for a perpetual harvest-type system)...but if you are vegging and flowering in the same space, then probably use 24/0 to finish veggin' faster.
