wow those are stretched to hell, and they arent filled out at all.. I was having the same problem when i first got my plants.. my opionion (and its not professional) is that you need atleast 4 more cfls, i know it seems like a lot but you need side lighting extremely bad!! put two on each plant, and leave the ones you have up top..
if you notice the top of your plant is bushier than the bottom is because thats pretty much all those cfls are hitting full strength, you need to use at a minimum of two more on each plant for side lighting, like one in the middle, one on the bottom to fill out that empty space..
you can also see that taller one leaning towards the light, which isnt good either, definately not going to be good for buds that weigh alot it'll just pull the plant down, i personally woulldnt LST just yet untill you've atleast started to fill out that plant, its so bare it hurts.. although maybe an LST would help fill it out if you dont want to buy more lights, you could maybe tie it down like said above and put those cfls close as you can.. but my suggestion would be definately get more lights and spread them out a bit to help fill out that plant, and also maybe a fan to help the stem thicken..
good luck man, ive seen worse and i myself had plants that looked similar to that (not as tall ) that i was able to fill out and turn intoa nice little bush with more lights..
