I figured that while they're under six or seven inches, I can keep them sitting in their cups in the bottom of the bucket, allowing light reflection. Once they are bigger I plant to get a 50 gallon white trash can and use that to place them in. Hopefully it'll work like that..and once again I'm keeping it cheap. CFL's and miracle grow.
