Growing advice for a newbie

a mate of mine lives in adelaide, legal to grow there, he wants to grow but he doesnt want his parents finding out, he lives in his own place........ which is next door to his parents house so hes got an everybody loves raymond thing going on there, hes gonna grow in a space out the back of his house, he doesnt have a backyard, he has a space in his garage hes gonna grow in, concrete floors, very little/almost no natural light,

some questions arise, such as, is it best to grow from seeds which u can find in weed u buy off a dealer, or would it be better to ask someone who already has some plants to clip a small clone for you to grow, he'll be growing it in a medium sized pot, but he wants to know how often it should be wattered, what to do about lighting, hes thinking about using some high intensity lamps (he'll have to look into installing some kind of power socket in the garage, he has a flurescant light in there but i doubt it would provide sufficient light....) also would there be anything else he'd need to know, such as how to clip the weed once its ready, or even how to tell when its ready, he also wants to keep the plant small, he wont be selling just growing for his own personal use, so it doesnt need to have a high yeild or anything like that.

any advice would be appreciated,

he has no internet, and in a month or two ill be moving down to adelaide, ill be sharing his rent as soon as his room mate leaves, so i want to make sure plant will be ready for me when i get down there......

also i pusted this in a different section of the forum, didnt realize there was a whole cultivation section here...... am reading up
