I was thinking two 42 watt CFL one on each side at the top of the cab for veg (24/0 for veg? does it matter what color temp it is?)

I'm a little lost on what I should be using for flowering period. What is the theory behind lighting for flowering period in terms of light amount, light duration and color temp for the light?

Side question: What kind of electricity bill jump would you all expect for a little cab setup like this?
