TEN 13w CFL's for only 4 plants? That would be a bit ridiculous. You can find 30-40w CFLs instead and cut down on that amount dramatically. $200 is quite a lot to spend imo.. I wouldnt call that cheap at all. Even half that is about average.

I use a 85 watt (actual wattage) flourescent, 5500-6500 Kelvin and 4 - 43 watt flourescents, 2700 Kelvin...I am going off memery on the Kelvin, but basically cool light for veg, warm light for flowering. Approxamaitly 850 watt equivlancy and plenty of lumens. Each light can be turned on and off to help control heat if necessary.....This is in a 2' x 2' x 4' space and works great for 2-3 plants.
I used a heavy cardboard box and lined the inside with some ridgid (1/8" thick) white poster board. reinforced the top and cut holes for lights.
Box - Free
85 watt with fixture- $40
43 watt with fixture- $9 ea.
poster board - $6
digital timer - $20
Total cost for cab - $102
This was a great starter cab, cheap and effective. worked for 3 lowryder grows with good results.

I would try and get the most powerful CFLs you can get. Space is always going to be an issue, so you really wouldnt want to somehow make room for 10 lights.
Go to lowes and find a 30w or 40w. I heard the daylight cfls work better. Get 4 of them, one for each plant will be fine until flowering, where you can always upgrade when that comes, but I dont even know if you would need to, also considering you might get a male or two and reduce your light requirments right off the bat.

Not really sure about that, but either way the lights are pretty cheap where if you ever have to add one its not really a big deal. Even the 40w was only like $9 I believe.
Check the CFL sticky before doing anything though. Tons of pics on there so you can get an idea where and how too position them as well.
