I would put the lights 6 inches away from plants if cfls, then move them closer and closer till 1 or 2 inches away.
I keep my 6 12 inch plants, 10 inches away from a 1000 watt MH - so you will be safe

yea your lights are 2 far away, and thoes look really small for sprouting on the 23, my plants were huge at 11days way bigger than that, it seems to be growing slowly. compare to my 4 plants, they are 2 weeks and 3 days old.
see howmich bigger they are, your plants r growing really slow. that sucks...For Great Grow Guides on Cost Efficient crops from Start to Finish & A 30% Discount on top quality seeds from Amsterdam Visit: Discount Cannabis

your plants look healthy, you just need to move the lights down to about 2-4 inches off the plant. Move the lights up as the plants grow.

Id probably move the pots closer together for now and focus that light more on that smaller area cuz your wasting a lot of light in that space between the pots
