how to tell when to fert

my plant got fert lock about a month ago(sept 18). i flushed it for 5 days straight. then soaked it with a superleach. there are still burnt leaves on plant but the tops are and have been green for long time. the water running out after watering has been in the 6-7 ph range. using the paper style real hard to judge.its been flowring for 2 weeks and buds are looking fine. should i take the chance and give it a 1/4 dose of bloom?it's the 1 in the back

oh yes, she is beautiful, and fully recovered... give er' some super phosphate babe!!(superbloom) 1/4 strength, and work your way up.
