i think i remember reading somewhere that its not legal, just very decriminalized. of course i could just be acting like a retard

Its legal up to a certain amount like an ounce and your only suposed to smoke inside the sanctioned cafes, but its so decriminalized that most cops wont give you a hard time. Just dont let them catch you smoking in some neihborhood with a 5 ounce sack on your person.
