For 10 plants :S, once they start to grow you are gana have to buy more.

Much.. MUCH closer with those CFL's.
you can see how much they're stretching, those lights should be practically on top of the plant. Less than 2inches.
You have enough light, it just needs to be as close as possible to the plant.
