wait a second guys....correct me if I'm wrong but didn't that dude say he was going to shoot all of them if they let the dog go? Given that wouldn't it be crazy not to shoot the guy? I mean lets put ourselves in the cops shoes for a moment. You're in L.A, its at night, there's a black dude, probably from the ghettos claiming that his cell phone is a gun and says that he will shoot the cops if they let the dog out. Now I don't know how they all got in that situation but somehow they did and it got to the point where the black guy kept allowing the cops to believe he really had a gun. So obviously that person is a complete idiot and its really no wonder he got shot. I mean I know if I was in that situation I would have done the same.

I believe in Natural Law. If he was stupid enough to say he had a gun, and then make a quick movement, he deserved to die from his own stupidity. The cops weren't about to take their time to see what he was flashing out, that time could wind up being their ass instead.

Fundamentally, their corruption means they deserve to die just as much, not for their own stupidity but for their evil.
