Yeah, the cfl floodlights should be safe to use, should actually be cool enough to the touch for the plants to actually touch those without burning you'd think, cause there is more glass around the cfl spiral right? Like a cone with a round disk of glass? As far as the fan, you want something that oscilates so it can blow on the plants but not blow on them constantly. Constant wind could dry out the leaves and has to be turned down way lower. An oscilating fan can be on a relatively higher setting blowing across the plants back and forth circulating more air and making your plants stout.

You also want something to bring air into the room or push air out of it to allow for air exchange. You could get a small computer fan like the ones your computer has and cut a hole in the back of that cabinet and mount it. Then cut another hole on the bottom. You could have a fan on both holes, one pulling air in, one blowing air out, or you could just have one blowing air out and a hole for passive intake. Your plants will grow much faster and healthier with proper air flow. You might not notice a problem as seedlings, but once your plants get a little bigger and start flowering it will stunt growth if you don't have enough fresh air.

As far as powering the fan, you can find ac/dc converters (what the black box on a phone charger is) that has variable voltage (will work like a volume control for your fan) at wal-mart for cheap usually. Or you can find an old cell phone charger and cut the cord and wire it to the fan.
