i want to know if my plant is budding

i think my plant is budding but it is about 5 inches tall. My other plant didnt start doing what this one is doing until it was about a metre tall, does the little white strands coming out of the top mean that it is budding? if so does that mean that the strain of plant is good? or just some kind of miracle? this is only my second plant so i am quite inexperianced.

yep by the way the leaves at the bottom are going brown and crispy and keep falling off what can i do to revive it

the lower leaves are dying because the plant is pulling the nutrients away from them to feed the more important leaves and buds near the top that get more light.

and if you see the little white hair thingies coming out then yes its flowering and female. be proud LoL
