No I don't think you can really make it too bright, but i've read in a grow guide that around 50watts per sq foot is optimal, but that was talking about HPS so you could probably increase it for cfl to 60 or 70 watts per sq ft,but i've seen plenty of people growing with more than that with no apparent harm to the plants but supposedly the plant can't use much more than that so the light just gets wasted.
When you starting your grow btw?

Seeing as your in the uk, you'd have to wait till the spring to start!

As a rough guide i'd say most sativas will treble in height from when you start to flower, so if you veg till your plants around 0.4m it should finish around 1.2m giving you 0.3m to allow for your lights and a little distance between your plants. You should try to keep your lights within 5cm of the top of your plant. For your first grow you might want to be a little more conservative and flower around 0.3m. I'm in the uk too, where did you get the 65watt cfls?
    yeah i use envirolites too
the good thing with these lights is that you can get them as close to the plant say about 2" (5cm) yeah that was what i was getting at hudson lol
and you were right about the sativa's they can double and sometimes treble in size during flowering
my first grow was a sativa and it did get quite big during flowering and i had to do a lot of lst and topping to make it fit in the space i was using at the time, but then again i veged it for atleast 3 months and it was as tall as my dyson hoover befour i flowered it
so just bare in mind the size thing about a sativa
    i quick guide for you
veg it up untill it is no bigger in height that half your grow space for the final phase (flowering)
    hope this helps
    cheers all
