Does outdoor take longer to complete it's cycle than indoor?

I have two kinds of plants, out door and some indoor. My indoor hydro plants are freakin awsome, I have already started my second grow, and finishing up with the first, but now I have an out door plant that is a monstor, she has already been cut inhalf and harvested, but the buds were not ready after 8 weeks of blooming, they smelled like hay, and now the bottom half is way different, the buds are more dense and smell prettty damm good, but that partif I go back from the plant started to flower it will be now after this weekend 12 weeks give or take a week. Or do just some strains take longer to complete?? I have checked the "mushroom" looking things on the leaves and some are clear still and some are cloudy. anyone got a clue???

it can depends alot on how much darkness they receive and the strain not sure how you figured 12 weeks you can usually estimate when you start to see small buds forming it has been in flowering for 2-3 weeks.
