Very cool. It almost sounds like it could become serious at certain parts, but the general feel is too comedic to be serious. The killing is kind of confusing...
What about replacing death with some kind of horrible pot rehab prison island? Like whenever the cops kill someone, change it with capturing them, and have a quick scene of them sitting glumly in a straight jacket, while men in giant marijuana leaf costumes beat him with wiffle ball bats.
I dunno, the death just seems too serious for a comedy flick, the kinda thing that would kill your high...

I really like this story. I'd love to see it turned into a reality.

Anyway, I constructed a minimal outline that will let me write the dialogue and shit. Anyway, the main themes are freedom to do whatever doesn't hurt anyone, and love and such.
