Are you kidding me? I'm pretty sure if you look at any grow log, 75% of the time the answer to all those questions are in there.

Water when the soil isn't moist any more. Stick your finger down in there, and if it's dry a couple inches down, water it. How much is really up to how dry your soil is and how good of drainage you have.

If your germinated seeds haven't sprouted, then there is no need for light yet. Once they pop up, then put the lights on 18/6.

Put the germinated seeds anywhere from 1/4" to 1/2" down in the soil.

As for the sprout, I'm not exactly positive because I've always just put unsprouted seeds in the soil. But I *THINK* you put it so the tail is going downward. I'd wait for a definitive answer though.
