That's what the officer has been told in his training, so that's what he believes. When they go through police training and shit, they are filled with mindless propaganda which leads "facts" to bullshit.

I can say I have never heard that one before, but I think I would have laughed at that comment. It's not like they're going to arrest you for laughing at the situation.
