we don't have dead people lying in the streets, but we have homless people. Or at least we know they are out there. We don't see them. The police have them under controle caus there aren't many of them. And they are not alowed to sleep in the publick areas. Our sosial laws are made to prohibit people from not having a home to go to. By law one has the right to go to ones lokal sosial and helth office and ask for help to buy food, clothes,dental health and money to pay rent. And if you have no home they are required to help you find one and pay the rent if you can not.

He could have been dead for all anybody knew, but was probably a homeless derelict or junkie. This scene is not an uncommon occurrence in many metropolitan areas.
