help , whats this and how do i get rid ?

That's either :-
a) some serious localised fungus
b) some little creature house
c) your partner has been taking his/her makeup off in your grow room and dropped a cotton-wool ball on your plant

Have to say that's the weirdest thing I've seen on a plant to date.
